This is the output on cmd.exe task:

C:\DOTCMS\bin>startup.bat
Calling "C:\DOTCMS\bin\build.conf.bat"
Using CATALINA_BASE:   "C:\DOTCMS\bin\..\dotserver\tomcat-8.0.18"
Using CATALINA_HOME:   "C:\DOTCMS\bin\..\dotserver\tomcat-8.0.18"
Using CATALINA_TMPDIR: "C:\DOTCMS\bin\..\dotserver\tomcat-8.0.18\temp"
Using JRE_HOME:        "C:\Program Files\Java\jre1.8.0_151"
Using CLASSPATH:       "C:\DOTCMS\bin\..\dotserver\tomcat-8.0.18\bin\bootstrap.j
ar;C:\DOTCMS\bin\..\dotserver\tomcat-8.0.18\bin\tomcat-juli.jar"

On localhost:8080 refused connection same as on ubuntu fresh install.
In C:\DOTCMS\dotserver\tomcat-8.0.18\logs there is only one file: safeToDelete.tmp

Then I tryed on fresh linux:

Of course I have changed context.xml as shown in tutorial to enable mysql DB.
Seems there is no way to start this CMS.

Thank you
